European Council (15–16 December) agreed on the Financial Perspective 2007-2013 and approved the Strategy for Africa and the Eur

In Brussels on 15-16 December, the European Council reached political agreement on the Financial Perspectives 2007-2013. The European Consensus on Development and the Union’s own strategy for Africa were also adopted in the same meeting.

The funding of the external relations of the European Union 2007-2013 covered by the heading “The EU as a Global Partner” and grouped under the following instruments: Development Cooperation and Economic Cooperation Instrument, European Neighbourhood and Partnership Instrument, Pre-accession Instrument, Stability, Humanitarian Aid and Macro Financial Assistance.

The joint Development Cooperation and Economic Cooperation Instrument contains the cooperation with both development and industrialised countries. NGOs campaigning against the joint instrument: a separate instrument for development cooperation would have been an important tool in accomplishing eradication of poverty.
