The Stand of KEHYS towards the part concerning Development Cooperation in EU Constitution Proposal
According to the statement of KEHYS, the position of development cooperation is strengthened in the European Union if the constitution is ratified in its current form.
KEHYS considers that it is important to ensure that the same constitutional principles would be kept in mind in the implementation of development policy and other policy sectors.
KEHYS emphasizes that it is of primary importance to preserve development cooperation as its own policy sector in stead of being a part of some other policy sector (trade, security etc.). Special attention has to be paid to the situation of the world’s poorest. Humanitarian aid is also an important part of the Constitution and harmonisation between the member states and the Commission is important in this area too. NGOs are not in favour of the European volunteer corps. Humanitarian work demands expertise and experience which young volunteers do not have.
