HAUS Finnish Institute of Public Management Ltd is a state-owned company, which provides training and development services to the state administrations. HAUS is a state stakeholder unit under the steering of the Ministry of Finance of Finland. HAUS has also substantial experience on international projects in the field of public sector reforms and development. We have implemented more than 50 international projects in more than 20 countries.
Currently we are looking for candidates for the fixed term position of Expert (EU D4D Hub Africa Branch) to be located in Brussels (15.2.2025-1.11.2025, with the possibility of extension).
The Expert will provide services for coordination and initiation of new partnership actions and programmes – Team Europe Inivitives – that are developed jointly between Team Europe members. The EU D4D Expert will be seconded by HAUS to EU’s Digitalization for Development (D4D) Hub Secretariat in Brussels. The expert will contribute to the D4D Hub Secretariat’s work on Digital Connectivity at a global level and in Africa, Latin America and the Caribbean and Asia Pacific. Finland, France and DG INTPA lead the Hub’s Thematic Working Group on Digital Connectivity. The Expert will work towards and contribute to promoting the participation of Finland and Finnish entities at different levels in EU digital sector cooperation in Africa, including ensuring the inclusion of Finnish development policy and other priorities in the cooperation.
Key tasks
- Provide substantive input in the development of TEIs and other joint actions for development of digital and green transition in partner regions, as well as support coordination, at the Brussels- and MSs level, of Finland’s participation in developing them;
- Participate in any processes to catalyse private investment and leverage private sector expertise in support of the TEIs, including through working with the EFSD+ instrument and new funding mechanisms;
- Establish and maintain a close working relationship with the managers and staff of the D4D Hub, including its TWGs and regional branches, and other relevant EU bodies, notably DG INTPA and DG CNECT as well as representatives of other EU Member States and their development agencies and development finance institutions, and remain timely informed of new TEIs and take part in generating and developing them;
- Maintain close collaboration with the relevant MFA managers and staff, so as to ensure timely and full flow of information from the D4D Hub to the MFA as well as timely, accurate and appropriate inputs from the MFA (and through the MFA other relevant Finnish stakeholders, notably Finnfund, Business Finland and other Team Finland actors and thematic stakeholder groups) to the D4D Hub and other relevant EU bodies as well as representatives of other EU Member States;
- Support alignment of TEIs to be developed with Finland’s development policy priorities, human rights based approach and cross-cutting objectives, and support coordination and synergizing with other Finnish funded initiatives;
- Support Finnish inputs in the TEIs implementation in terms of experts; innovations; opportunities for and participation by private sector, and other;
- Support the TEIs implementation and monitor and report on their progress as well as provide input and support to their evaluation;
- Conduct any other tasks, including routine tasks, to be agreed with the D4D Hub and MFA and HAUS.
Qualifications and skills required:
University degree in a relevant area such as economics, international business administration, international relations, public policy, governance, law, finance, innovation management, partnership management, or related field.
General professional experience:
At least 6 years of experience in one or more of the following areas: programme management and/or coordination, developing and/or managing digitalization and/or digital transition or other relevant interventions and partnerships, designing bankable digital transition or other relevant projects and/or identifying investment opportunities. Knowledge of Finnish and EU development policy are considered as assets.
Specific professional experience:
The expert has experience and excellent skills in coordination, networking and/or policy dialogue and advocacy and project management. Experience in digitalization or related areas in EU or elsewhere is highly desired, and experience in connectivity and/or digital development, digitalization and/or digital transition in developing country context. The expert will have designed and/or managed multi-partner interventions in international context, with those in the field of digital transition and/or in Africa preferred.
Language skills required:
Excellent written and oral communication in English and in Finnish.
