Company Introduction:
HAUS Finnish Institute of Public Management Ltd (HAUS) is a state-owned company, which provides training and development services to the state administrations. HAUS is a state stakeholder unit under the steering of the Ministry of Finance of Finland. HAUS has substantial experience on international projects in the field of public sector reforms and development. We have implemented more than 50 international projects in more than 20 countries with increasing focus on digital transformation.
We are looking for an Expert (Project Manager for Finnish Digital and Green Transition Project, FDGT)
Background:
The Finnish Digital and Green Transition Project, FDGT supports the digital development in the project partner countries, resulting in bridging the digital divides and strengthening safe connectivity, sustainable digital and data economy, digital public administration, private sector development and investment mobilisation. It will be implemented in 2025-2027, with a total budget of 5,25 Million Euro. FDGT activities are targeted to countries in Africa, the Middle East and Latin America, Asia and Oceania regions. FDGT is financed by the Finnish Foreign Ministry and implemented by HAUS.
The impact statement of the FDGT is Improved economic welfare and sustainable economies in partner countries through mutually beneficial digital development partnerships. The project focuses on the following:
- Providing high-quality and timely expert services for the coordination of the EU and its Member States work in promoting human-centred digital development in Africa, Asia and APAC, LAC and Caribbean, and NEAR countries through two long-term expert secondments to D4D Hub and to EC-INTPA.
- Supporting developing of concepts and models addressing the needs and challenges in advancing digitalization involving Finnish expertise and stakeholders (public, private, and third sector organisations).
- Seconding Finnish Advisors to partner organisations to support their capacity building needs in advancing digitalization.
HAUS is looking for an Expert (FDGT Project Manager) to work at HAUS Project Management Office in Helsinki, with the following key responsibilities:
- Project planning and resource allocation: In line with the FDGT project document and expected results, preparation of annual workplans for the project, establishing the annual targets and deliverables.
- Project implementation: Steering of the project implementation in all three activity areas, including resolving any implementation issues encountered with the support of the project management team.
- Budget Management: Development and monitoring of the project budget, tracking expenses and ensuring the project stays within financial frameworks and resources are effectively utilized.
- Risk Management: Monitor and update the identified risks to the project and develop mitigation strategies.
- Stakeholder engagement: Advance and maintain communication with stakeholders through various channels, including social media, providing regular updates on project progress and results. Develop engagement strategy in particular with the identified key stakeholders
- Progress Monitoring and Reporting: Track project progress against the work plan, using HAUS project management tools and methodologies, ensuring high quality progress reporting.
- Project governance: Ensure the project adheres to and is run in line with the established governance procedures and meeting schedules for FDGT.
- Documentation: Maintain comprehensive project documentation, including meeting notes, project plans, and progress reports, for transparency and record-keeping.
The Project Manager works as part of the HAUS PMO team and is guided by the established FDGT administrative and governance structures, involving the MFA Finland and other key stakeholders.
Requirements for the position:
- A suitable university degree
- At least 7 years of demonstrated experience working in project coordination and management functions, including budget management responsibilities
- Experience in result-based management and monitoring of international multi-stakeholder projects
- Excellent collaboration and communication skills, as well as knowledge of using social media in communication.
- Excellent IT skills (Word, Excel, PowerPoint)
- Excellent oral and written English language skills.
- Excellent Finnish language skills.
In addition, the following are considered as additional advantages for the applicants:
- Experience in addressing issues related to digital transition, especially in areas related to secured connections, digital innovations, data application development and cyber security.
- Previous work experience connected to Finnish digitization know-how.
- Knowledge of Finnish development policy, in particular related to advancing digital transition
- Experience working in developing countries or in EU or other international organizations
The duration of the assignment is 1.3. 2025–31.12.2027 or as otherwise agreed.
