Company Introduction:

HAUS Finnish Institute of Public Management Ltd (HAUS) is a state-owned company, which provides training and development services to the state administrations. HAUS is a state stakeholder unit under the steering of the Ministry of Finance of Finland. HAUS has substantial experience on international projects in the field of public sector reforms and development. We have implemented more than 50 international projects in more than 20 countries with increasing focus on digital transformation.  

We are looking for an Expert (Secondment Coordinator for Finnish Digital and Green Transition Project, FDGT).

Background:  

The Finnish Digital and Green Transition Project  (FDGT) supports the digital development in the project partner countries, resulting in bridging the digital divides and strengthening safe connectivity, sustainable digital and data economy, digital public administration, private sector development and investment mobilisation.  It will be implemented in 2025-2027, with a total budget of 5,25 Million Euro. FDGT activities are targeted to countries in Africa, the Middle East and Latin America, Asia and Oceania regions. FDGT is financed by the Finnish Foreign Ministry and implemented by HAUS.

The impact statement of the FDGT is Improved economic welfare and sustainable economies in partner countries through mutually beneficial digital development partnerships. The project focuses on the following:  

1. Providing high-quality and timely expert services for the coordination of the EU and its Member States work in promoting human-centred digital development in Africa, Asia and APAC, LAC and Caribbean, and NEAR countries through two long-term expert secondments to D4D Hub and to EC-INTPA.

2. Supporting developing of concepts and models addressing the needs and challenges in advancing digitalization involving Finnish expertise and stakeholders (public, private, and third sector organisations).

3. Seconding Finnish Advisors to partner organisations to support their capacity building needs in advancing digitalization.

HAUS is looking for an Expert (Secondment Coordinator, FDGT) to work at HAUS Project Management Office in Helsinki. The Secondment Coordinator will ensure high quality process management of FDGT secondments, conducted in project activity area no 3, involving the following key steps:

  • Presentation of the secondment instrument & opening call for applications to key stakeholders
  • Processing of applications, including receipt of concept papers for review, scoring and presentation of the applications for the Secondment Selection Committee
  • Organizing the tendering processes for the secondments
  • Contract management, involving drafting of detailed Terms of Reference for each secondment in coordination with all key partners, including the partner country host organization.
  • Support in the processes for secondment departure and monitoring of the ongoing secondment assignments
  • Ensuring high quality reporting of each secondment
  • Budget management, including expense clearances and tracking, financial reporting and payment preparations. Support in the overall budget management of the FDGT project.
  • Reporting of the Secondment Activity in the overall progress reporting of FDGT

Requirements for the position:

  • A suitable university degree, bachelor or higher level
  • Experience working in project coordination functions, including budget management.
  • Experience in the implementation and monitoring of international or multi-stakeholder projects
  • Excellent interpersonal, collaboration and communication skills, and adaptability,
  • Excellent IT skills (Word, Excel, PowerPoint), as well as knowledge of using social media in communication.
  • Excellent oral and written English language skills.
  • Excellent Finnish language skills.

In addition, the following are considered as additional advantages for the applicants:

  • Experience in stakeholder engagement and work in areas related to digitalization, such as secured connections, digital innovations, data application development and cyber security.
  • Previous work experience connected to Finnish digitization know-how.
  • Knowledge of Finnish development policy, in particular related to advancing digital transition
  • Experience working in developing countries or in EU or other international organizations

The duration of the assignment is 1.3. 2025–31.12 .2027 or as otherwise agreed.
